Not entirely. The DMS-250 model is foremost a long distance tandem switching machine which does make use of SS7 signalling.

When equipped with DMS300 features, however, as in a DMS-300/250, it has the added capabilities of performing international gatewaying functions as well, such as domestic ANSI SS7 to international ITU C7 conversions at the international gateway offices, R2 signalling and conversions where necessary, etc.

Unless I am mistaken, without the 300 modules, it's only a standard LD tandem switch (which also uses SS7), used for stateside applications.
