Upon review of all information, testimonies and guidance available and having scrutinized contingency plans, guides and orders produced thus far, and in consideration of the benchmarks set forth by the agencies internal failures as described, NATCA perceives the overall condition of the National Airspace System to be catastrophic, and clearly threatens the economic, social and strategic health of this nation ...
NATCA has serious concerns about the FAA's capacities in its efforts to: (A) properly manage a project of this magnitude, (B) be forthright in communicating the true extent of the problems and condition of the National Airspace System, (C) accurately determine mission-critical system priority, individually or collectively, (D) identify, negotiate and document acceptable levels of degraded service, (E) manage human resources effectively and (F) create contingency plans able to provide true operational readiness.
We contend the Agency is currently aware of the status of Information Systems in the stages of acquisition and implementation (at least the larger projects), and is being less than forthright in the disclosure of their condition. =================================================
