I have been trying to figure this out.

I don't share your understanding that 144's are
filed by 10% owners; my understanding is that all owners of registered shares must file
144's.

All insiders that own shares meaning officers, etc. must file a 144 when they sell or buy even if they own very little of the company. B & K is not an insider. They must file to sell or buy only if they own 10% or greater of the company. Is that incorrect? I can always stand to learn something.
