Daniel Patrick Moynihan, the New York Democrat who joined Lieberman on the Senate floor last Thursday, went even further on Sunday, saying he could not rule out that the Senate would eventually vote to impeach Clinton. ''We have a crisis of the regime,'' he told ABC's ''This Week''. ''What we have before us, and we ought to get on with it, is an impeachment procedure.''
