Here's some preliminary info. I'm still not ready to buy, but it looks pretty good so far. Someone was telling me that a recent review in Calgary mentioned there is a two hour waiting line for Outback on weekends. I can't find the review on-line, sorry. But here is what I found so far with links:
Appears to be a chain originating in the U.S. Kelseys is a partner in Canada. Same menu, same logo, same restraunt.
outback.com. US domestic and international franchise operations. The Company operates 453 Outback Steakhouses and 61 Carrabba's Italian Grills in 43 states and 17 Outback Steakhouses internationally (all over the world). In US trades as NASDAQ-OSSI. Financials look good. They were working in the negative until the 4th quarter 97. Closed 9 stores to gain profitability. 1st quarter 98 - 20% increased revenues. 2nd quarter 98 - Accounting practice changes but still gained System-wide sales growth by 24%.

US analyst rating for OSSI a 'buy' . nasdaq.com;
On Nasdaq trading at 27.50 off a 52 week high of 42.12 (low 23.125)

As for Kelsey's TSE:KSY - a number of positive news releases, perhaps this statement being the most notable: OAKVILLE, Ont., Feb. 5 /CNW/ - Kelsey's International Inc. (TSE:KSY) today announced continuing strong growth for revenue and cash flow for the 24 weeks and 12 weeks ended December 21, 1997. The second quarter marks the 14th consecutive quarter of year over year increasing sales and earnings.
