An argument could easily be made that all laws legislate morality (laws against killing, stealing, parking in a handicap zone).

However, none of that is relevant to the discussion concerning Clinton. Congress can impeach Clinton without regard to any existing legislation other than the Constitution. Impeachment is a political issue, not a legal one. Congress could also begin restoring moral values by actually become a moral body. What a concept - Congresspeople with a sense of morality and ethics could restore moral values through example!!
