Silly conspiracy?... Hmmm Henry, I'm afraid you're off-base again: you stubbornly underestimates the power struggle between France and the U.S. in Central Africa. Here's another article which may help you grasp the issue:

This failure is the result of an outdated view of geopolitics, focusing as it does on the direct defence of oil interests and containment of the spread of Islam and the "Anglo-Saxon advance". France is still clinging to an outmoded concept of the francophone countries. The contradiction between a policy presented as universal and liberal and the restrictions on movement and trade (visas, expulsion of Africans on charter flights) has become untenable. Military policy has remained unchanged since independence and diplomacy has for a long time been torn between competing centres of decision-making, sometimes private and often secret.
