The Rydex Ursa info does say 25K. Freeman Welwood, here in the Northwest (Oregon and Washington, not Michigan), is set up so one can put in 15K, and add single K increments, for 34.00 fee plus .001 and 25.00 redemption of any number of shares. Orders in before 12:00 PST.

Friday was manipulated upward; you can feel the arrhythmic motion continuing that commenced then. They may just blow their way through to a "real" rally, but..... You'd definitely be takin your chances with that, and everybody realizes it. You may never get out.
The only unknowns now seem to be caused by not knowing what they can do when the market won't be allowed to free float.
It is, imho, more "officially dead".
