WASHINGTON, Sept. 8 - Independent Counsel
Kenneth Starr on Tuesday rejected an attempt by
President Bill Clinton's lawyers to get an
advance copy of his report alleging the president
committed impeachable offenses, saying there is
"no basis in law or common sense" for him to
comply with the request. Earlier, Senate
Majority Leader Trent Lott predicted Clinton's
legal team would go to court over the matter,
possibly delaying the report Starr is expected to
send to Capitol Hill "this week or next." .

"YOU ARE MISTAKEN in your views as to ... your right to review a report before it is transmitted to Congress," Starr wrote presidential attorney David Kendall. The prosecutor, responding to Kendall's letter asking for access to the report a week early, wrote, "I suggest you address your concerns to the House of Representatives" after any report is delivered under seal there.
Starr's letter came in response to a letter to Starr released Monday by Kendall urging the independent counsel to hand over a copy of his report before submitting it to allow the president's legal team to prepare a written response.
