As long as the Japanese bank situation is not sorted out, this market will remain bearish. This is why :

Solving this problem, either through a Resolution Trust Corporation type solution, or by letting the weakest banks fail (or a combined approach) will accelerate the Japanese recession, and will affect US and European markets in the short term.

Procrastination by the Japanese gvt, (which is likely given the lack of consensus, on this issue), will let the risk of a financial meltdown remain, and make it more likely as time goes. This will prevent institutional investors from jumping back in, and will lead to a slow but steady erosion in the Dow.

Greenspan's speech is an acknowledment of this dilemna, and really means "I'll step in if things turn too nasty too fast".
