Actually, only a small portion of the professional money managers out there are obligated to invest in stocks, mostly index funds. Almost every active manager out there has a great deal of freedom on the amount of cash in a portfolio. The driver will be which outperforms on the quarter, cash or stocks. If cash ends up outperforming stocks for the 3Q, a large number of managers probably will increase the cash portion. Stupid reason, but that doesn't stop anybody.
