Hello Blessed, Go back and read Brad's messages re. his visit at ADOT and the personnel he noticed in their lab. Also in ADOT'S 10SB they alluded to certain expense factors that had already been incurred from changing from R&D to production. The 10SB also stated that ADOT would hire and train 4 technicians (hmm the number Brad noticed in the Lab) to begin assembly of panels. I strongly suspect that the production equipment is in place. The new techs' were going to be trained on the use of this equipment so it's logical that equipment first - personnel second. Also I figure that this equip' was purchased before their buy-back program was started. I was nearly through doing DD on these ideas and about to post my observations but the PR beat me.
