I don't know that as "fact." And I don't know whether that function has typically been filled by a private counsel or by WH counsel. It certainly was part of Foster's public function to review the Clintons' tax returns to some extent because he has to abide by federal conflict-of-interest rules that may be implicated by the President's duties. It's all very murky, and while the courts sorted some of that out this past year or so, I don't think we should jump to conclusions, like that Okie GOP congressman did.
