Chuca, I think that the problem is that GPGI may have to stop any leaching (or at least discharge of waste water from their "leaching operation") until they get a permit, and that seems to cover a period of about three month.

Tim, is there a "minimum" amount, such an experimental facility which can operate without a full environmental impact analysis, or does any minimal water (chemically treated I presume) discharge require such a permit?
