Congress can release everything, including the grand jury testimony. Plenary power and all that.

That's news to me, and also apparently to the Republican leadership. They've set aside secure rooms in the Capitol where members of Congress can come in and read the report. There is still debate within the leadership whether only members of the judiciary committee should see the full report or whether the full Congress can. As for the reports (or rumor posted here) that Starr did not include an executive summary, that is a problem for Gingrich and his minions. They need to begin the public information war, and if they have only a secret report, they're in trouble. Kendall is going to have a big headstart. This is critical for the House, and they'd better hope that Starr has not decided to rush the report and get to something that's available for public consumptions "later."
