When the Digital spokesman said that the advantage of awarding the contract to perilli [sic] was due to vertical intergration, what do you think he was saying?

Pirelli could handle other aspects of the contract: in this case, probably the fiber itself.

Not to mention the tires on the trucks used to dig the ditches to lay the fiber.
