It seems to me that the fact that Starr is charged with making a presentation to Congress only if he believes that impeachable offenses may have been committed is, in itself, an opinion on the evidence.

Which brings us back to whether or not the grand jury process, given unlimited resource to discover, pursue and by a single person's ambition and endless zeal, judge what is evidence and what isn't.

If the grand jury process discovers evidence through means unacceptable under normal rules of evidence, or by threatening of witnesses, or by any other means unacceptable to normal rights of representation and self incrimination_ can that "evidence" be used for prosecution at some future date.

Grand Jury testimony is supposed to be held in secret.. does bringing it to Congress compromise the rights of the hundreds of people who testified?

Its a system which relies on a belief and trust in absolute power, a grand fisherman if you will, which countless times in history has proven to corrupt itself and the system it seeks to correct.
