Richard - do you suppose Clinton has signed any more exexutive orders than his predecessor? Besides such orders have to be acceptable politically. My hunch, and it can only be a hunch, is that if Clinton decides to tough this one out, the forces in the political middle in both parties will carry the day and there will be no impeachment. In a sense the turmoil in financial markets is a sobering influence just now and the lawmakers will opt for stability. Too much at home and abroad is being neglected and there is a need to put this thing behind. I'm not sure either side wants Gore . Now we will see the forces of compromise at work. E
