Double D.. the Drudge slant misinterprets Starr's motives in my opinion. Starr realized that Congress's viewing of closed grand jury testimony could be theoretically be blocked by arguing the rights of witnesses would be compromised. He wanted an early opinion on being able to deliver his report to Congress without legal impediment from the White House. Kendall did begin to raise this issue, which accelerated Starr's prepartion and shipping. Regarding Starr going for an impeachment report in July.. Starr's been going for an impeachment report from day one.
