Actually, it's much harder for Clinton to delay at this point. The Courts have absolutely no control of impeachment proceedings from here on out. It's considered a non-justiciable political issue. (Besides, the only one who has some possible 'hook' into the process is Norma Holloway Johnson who supervises the GJ, and she is a totally risk-averse judge.) Besides, at this point an open strategy to delay the process would be counter-productive. Clinton does not want to be seen as the person putting this case on a slow boat. Kendall and Ruff will do whatever they can to work the process, but it's mostly at the margins. Only a strong bloc of Democrats on the Judiciary Committee will be able to throw a wrench in the process.
