David, here is a quote from Qcom quarterly report: The backlog includes orders from licensees for custom Application Specific Integrated
Circuits (ASIC) chipsets, which when combined with earlier shipments, totaled 730,000 subscriber chipsets (excluding the
Company's joint venture with Sony) and 470,000 infrastructure chipsets. "ASIC commitments are continuing to grow,
demonstrating the breadth of CDMA equipment manufacturing underway today," said Irwin Mark Jacobs,

From that and your infrastructure comments,

Qualcomm has orders for 730 000 ASICs [and more coming no doubt] for others to make handsets [excluding Qualcomm's own joint venture Qualcomm Personal Electronics].
Qualcomm Personal Electronics will be supplying 1 000 000 handsets per year [but can treble that with new lines allowed for], producing at 1 million per year now.
So about 2 million phones will be available over the next year. I don't know if others are making their own chips under royalty agreements.
