Despite the downturn in the semiconductor industry,
Taiwan's Pacific Electric Wire & Cable Co. Ltd. may enter
the integrated circuit (IC)-wafer foundry business by
signing a deal with a surprising partner -- IBM.[snip]

In 1999, the companies will break ground on the fab near
Taipei, at a cost of nearly $898.3 million, he said. Under
the plan, IBM will transfer its 0.25- to 0.13-micron
process technologies, as well as its prized
copper-interconnect portfolio.

IBM declined to comment on the possible deal.
