They may be using some trade out. There are a lot of "trade outs" in the radio industry (almost all the non-cash give-aways and contests on radio are usually trade outs). You are correct that radio tends to be the cheapest way to advertise to broad market, particularly if you can target your market by station and time to hit your segment of the marketplace. The ad I heard was on an AM newws-talk radio station by the way. I would anticipate that once the newspaper campaign gets to a certain point, more resources will be devoted to radio--first quarter next year. Happy Holidays.
