Typical computer geek thinking. Most people don't know how to install a browser or are too afraid of what might happen were they to do so. Certainly not those people who use the browser supplied by their ISP or on-line service.

I doubt that the number of unique IP-addressed IE 4.0 downloads comes close to the number of copies of IE 4.0 out there.

No, the easy distribution channel for browsers is pre-installation on the computer before delivery to the consumer. Compared to pre-installation, downloading from the internet is very hard.
