The defendant always provides evidence to rebut the prosecution's case. Generally, that's the same effort as proving their innocence. Is it their "duty"? no, but they would be foolish to allow only one side of the issue to be presented. In this case, Clinton is merely choosing the time and place to present his evidence, and properly decided that the GJ was neither the right time nor the right place to do so.
