Questions for all the experts lurking & contributing here:

I have been unable to borrow some of the dogs (EASTE, ABTE, OCOM, FIBRD, ALFIF) over the last few months at Discover Direct Brokerage and am thinking of getting another account somewhere else. Which brokers have high success rates with borrowing shares?

What determines a brokers ability to borrow shares?

Can a broker borrow shares anywhere so that the persistence of the broker is what matters?

Or can a broker only borrow shares from its clearing agent, in which case the clearing agent's inventory is the important thing?
