Nope, Kendall's efforts were misread by Starr. Kendall was priming the pump for the public relations war. He was simply setting up Starr for the criticism that the President is not being allowed to defend himself. As for the veiled threat to go to the judge, Starr took the bait and rushed to get the report out thinking that Kendall might file something. This was the best possible outcome for Kendall--he got the report rushed out and he got his sound bite on Starr being unfair. Let's hope Starr and his buffoonish communications expert, Charles Bakaly III, don't continue to show that they are learning on the job.
