That's a good question. I was told by AZNT's TA that AZNT has ordered them not just to pass on restricted share trades, but all trades. That means Mike Sylver decides what transactions go through and what don't.

I'm told there are three steps necessary to get 144 shares cashed in. I wrote them down somewhere and can't find them but, regardless, that doesn't mean the recipient, i.e. AZNT, will honor them. If they reject the shares, you then have to file an adverse claim. Then the company in question has 30 days to get a court order preventing those shares from going through or has to post bond to cover the value of those shares. If the company does nothing then the TA by law has to honor those shares.

No, I have no idea if AZNT is playing that sort of game right now, but it does give one pause to think they might be.
