WASHINGTON (AP) - Independent Counsel Kenneth Starr's referral to Congress lays out a
detailed body of evidence that prosecutors contend will show President Clinton committed perjury,
obstruction of justice, witness tampering and abuse of power, sources familiar with the report said
today.

The report specifically alleges Clinton lied under oath both in his sworn deposition in the Paula Jones
lawsuit in January and again in his grand jury testimony last month, these sources said, speaking only
on condition of anonymity.

The evidence includes damaging descriptions of Clinton's contacts with two central witnesses in the
case - former intern Monica Lewinsky and presidential secretary Betty Currie, the sources said.

The report details what prosecutors believe was a pattern of lying by Clinton and the effort to sustain
those lies by using government employees and resources after the criminal investigation began - from
the false statement he approved for his press secretary to put out the morning the Lewinsky story
broke Jan. 21 to the legal battles he allowed his aides to fight to block access to key witnesses, the
sources said.

''The report is a straight narrative'' and it alleges that ''the president continued to lie, and lie and lie,''
one source said.
