It doesn't get much stronger or more effective than N. Korea, depending on what you (the government) are trying to accomplish. After all, it's a complete dictatorship with no hope of change. How much stronger can you get? The Japanese might differ with you in your description of their government, and I know the Cubans would. That's the problem with this type of discussion - you need to get everyone to agree on what the terms mean before you start.
