But where's the revenue generated?

If one ever becomes dominant, they could start charging. But the real money is in the related apps and services. Microsoft sold its OS at a loss for many years. The real money on the desktop is in apps. By controlling the browser, much like Microsoft controls the OS, the browser-dominant company has an insurmountable lead over all competitors.
