Until the SEC decides that it's worth their time to clean up the OTCBB areas these small companies are at the mercy of the market makers who are getting away with naked short selling. The market makers have not had to be accountable for having these shares in house or even covering their positions in a timely manner. After following enough of these pennies in the last six months that is why they don't move. Although the stock market has retreated, pennies usually will move on their own merits, not the broad market because they respond to news within the stock. Sure people sold off some pennies to cover margin calls and some investors may have been scared with the market drop and converted to cash but the problem in the pennies is the market makers. Their main goal is to make their money between the bid and the ask and they couldn't care less about the company they are making the market for. So if you want to see some of these pennies go up especially with buys far outweighing sells and good news coming out the problem lies with the market makers. There really is nothing else to figure out. They can control and hold back any stock based on naked short selling. This of course, is just my opinion.
