I see you shatter youthful illusions re coming Christmas -g- It does exist (I saw '87 Executive Order that established it), but I can't be sure if it traded or not. There were a couple of occasions last Oct and last week when it could have. In the language of the law, it's not supposed to take preventive measures; and, if there are massive mutuals withdrawals it probably can't do very much - except to close market early, trade 3 hours a day, stuff like that. It protects more against daytraders' or institutional panic, but not against mass pubic panic, IMO.
