Zoltan, your idea that this is a duty of Congress and not a political end-game simply defies reality. The ONLY way the GOP can win this is if there is so much overwhelming outrage at the report that Congressmen are thrown out in the November elections (along with that slut Helen Chenoweth, hee hee!), and that outcome requires a public reaction. As someone else pointed out, high crimes and misdemeanors does not lend itself to easy definition--there is no book that says that perjury is a high crime. In fact, there is a great deal of dispute over it. Apparently Starr thinks it includes lying to the public (an astounding assertion since basically we would not have any public officials left if we applied that standard). That gives Congress a huge amount of leeway--there is no definable duty to perform. Most Americans IMHO want something like a censure--and I think that is what they will get.
