Goldman Sachs wants to go ahead with public offering because they realize that this is still the best time to raise needed capital, and probably the only time window left for it. Wait 6 months or a year?, they know it will be much tougher time to raise capital. If future looks brighter, they will wait. I say they are smart!!!. Anybody say they are dummies, when it comes to raising capital for themselves?
