So he had an affair with Monica, and tried to cover up a private matter, which was no ones business. What happened to Whitewater and the travel office investigation which Starr was hired to investigate. I don't see one word about those issues in this report.
This is a which hunt by the Republicans (Starr is a Repub.) to get him out of office. Having affairs is a personel matter and not an impeachable offence. I bet a lot of people have had affairs and covered them up so as not to hurt their love ones. Most affairs are just plane sex as this one was, as you can read.
Impeachment is getting someone out of office for High Crimes and Misdemenor, affairs don't fall in either of those two definations.
