Yes, US Presidents have lied in the conduct of essential foreign policy. FDR lied and violated the Neutrality Acts to arm Britain. Eisenhower lied about the U2. Kennedy lied about the missile crisis and Bay of Pigs. Johnson lied about Vietnam. But the Cold War, beginning really with Truman's Executive Orders, greatly extended the President's power in foreign policy. That's why Iran-Contra and the above were not extra-Constitutional. Sure, there might have been a protracted confrontation with Congress but Reagan wisely apologized and spared the Nation.

The Clinton lying is different. His lying has been to protect his own personal actions against a private lawsuit and then a Federal criminal investigation. He has used the full power of his office to facilitate those lies. He has continued to lie even after he was caught and he is still lying to this day. Even his so-called contrition is just an obvious jail-house conversion.

And the crucial difference is that Clinton lied under oath. He made sure that others lied under oath. No other President has ever done that. Ever.

As Senator Moynihan has stated, the Chief Law Enforcement Officer of the US cannot lie under oath and remain in office. The Chief Law Enforcement Officer of the US cannot go on national TV and point his finger and declare that he is telling the truth while he knows that he is lying.

He must go. He will go. For the children.
