Afraid I know nothing about the Baker report except what it said.Cannon claims he is independent who wrote report After Kesonen returned from European trip.Don't know if that has any significance or not.Sorry for brevity of my answer but no point in speculating on matters I have no knowledge about. Why not call The Baker Report and ask for yourself?Let us know what they have to say.
