JFK and FDR never had to lie to the people about their indiscretions because they were never asked about them. The press at the time did not pursue such matters, nor did rival politicians or investigators. Kennedy's sexual life is legendary, and my guess is that part of Clinton's promiscuity is due to his attempts to emulate his hero.

As to lying to the people on other matters, FDR's pre-WWII policy was one long sustained lie. He wanted us in the war and engineered a situation which would get us in (I'm not suggesting he set up the Pearl Harbor bombing). JFK? My memory is foggy, but I recall that he had Adlai Stevenson deny our involvement at the UN in the Bay of Pigs episode -- lying not only to Americans but to the entire world.
