I'm not concerned about a mere $40,000,000, but I do wonder about the wisdom of having a special prosecutor whose job is to dig up whatever he can about the president, no matter how far afield he has to go. Maybe this is a good thing, though. The point behind the special prosecutor legislation and a lot of the post-Nixon laws, such as the laws requiring Congressional approval after a certain number of days that troops were committed to a hostile land, was to reign in the imperial presidencies of Johnson and Nixon. The President had grown too powerful, so we needed more checks to keep him in line. If Clinton goes down, I expect that Congress will gain in the power equation for years to come.
