Michelle - Oracle does not count someone who upgrades from a previous version to a new verison as part of license growth unless they increase the # of users.

someone who bought oracle 7.3 pays a stiff percentage of the orignial cost every year not just for support but the right to upgrade to future versions. This was true with oracle 6/7/8 and im assuming it will be true with 8i.
