Chaz, what I meant by not giving a rat's ass, is that I don't think the one would be predictive of the other. I don't think there's a correlation. Your are right that it is Congress that will decide. It is true they must interpret the Constitutional language. But they are required to do so with a true and honest attempt to act within the Constitution's meaning and bounds. I hope, and believe, that before all is done, they will. Doug
