halfscot, in the report, Starr discusses exactly that question. He recites the IC law, which says that the IC must present to Congress as soon as possible if impeachable offenses are found. In other words, don't take another year dawdling over arcane details which may not mean much in the big picture.

The other issues mentioned in the report are filegate, travelgate, and the Rose Law Firm's representation of Madison Guaranty Savings and Loan Association. That discussion is in the Introduction, under Scope of the Referral, heading "2. Current Status of the Investigation."

That section ends with "All phases of the investigation are now nearing completion. This Office will soon make final decisions about what steps to take, if any, with respect to the other information it has gathered."
