If you read the Chiron announcement closely, what you say makes sense.

Chiron Corporation (CHIR:NASDAQ) of Emeryville, California has chosen the Livelink solution as the basis for a global alliance management system. The system implementation, to be completed by the end of this year, is initially being rolled out at the company's corporate headquarters.

They probably initated a pilot project at the corporate headquarters 9 months ago. Once it proved effective, Chiron went for a site wide license which prompted the press release. I mentioned in an earlier post that the technology is so new that companies are not going to put down hundreds of thousands of dollars without going for a test drive.
I doubt if they had the foresight 9 months ago to hold this press release until the end of October. Their public relations department didn't even know how to write a press release 9 months ago (and they still don't), let alone be that strategic.
