You make good arguments, but I would like to comment on two points. The relationship may very well violate Federal sexual harassment guidelines in that the subordinate (Monica) clearly obtained advantages through the "inappropriate relationship" that were not available to peers. Secondly, if it were to come out that Monica had passed military secrets to the Chinese or trade secrets to Microsoft, Clinton would be out of there in a heartbeat. The fact that he used such incredibly bad judgment as to compromise his position so carelessly should demonstrate prima facie his unfitness for office. There is a good case to be made for his removal on those grounds alone.
