''Hotel Carmel Clinton Netanya'' read the huge blue and white sign posted outside the four star, 200-room Hotel Carmel in the Mediterranean seaside town of Netanya. ''We put this up at 6 a.m. and we got 80 to 100 calls from people on their car phones who said, 'Congratulations. Very nice. We are with Clinton','' Carmel spokesman Zvi Wilder said. Clinton won Israeli hearts when at the Jerusalem funeral of assassinated Prime Minister Yitzhak Rabin in 1995 he bade a tearful farewell, saying ''Shalom, haver,'' Hebrew for ''Goodbye, friend''. The 50 hotel employees decided to raise the 20 square meter sign in the face of Clinton's sex scandal with White House trainee Monica Lewinsky, Wilder said. ''We don't look at the item of Monica. We look at Clinton himself,'' he told Reuters. ''He is the people's president.'' Clinton shared in Israeli grief again during a visit following a string of suicide attacks in early 1996. A poll in August showed him more popular than any Israeli politician.
