Someone could have edited the report with the political reality of "spin" in mind.

Didn't the Democrats squeal when Burton released the abridged Webb & Suzy tapes recorded from the prison phone? I believe the term they used was "doctored."

Starr's release of the report in its totality pre-emptively negated claims of doctoring and out-of-context reporting.

I find it amusing that there is such an uproar that the report was "one-sided." Well, duh... maybe that's why they call ICs "special prosecutors.
