a memorandum of understanding is the last step before the formal signing of the contract. I would assume that negotiations regarding the price of the contracts are still ongoing, most likely at the final stages. DGIV wants to cross all the t's, dot all the i's in terms of their public announcements. This is very encouraging to me, since it indicates the company is now "growing up". By its responsible action, DGIV is showing that it is acting as a company with aspirations for the "big leagues", no longer satisfied to be a BB stock.
