Starr isn't concerned with some of those things...PR & Politics aren't important to him. He's digging for facts...NOT votes. He'll report the facts as he's required to. I wonder what Starr has or doesn't have in the White Water investigation, as you point out, it doesn't appear to be impeachable. It may be something else or nothing.
