jlallen is correct. Starr, as IC, has the ability to indict any individual who becomes a subject in his investigation. The only exceptions are a foreign diplomat, who would be expelled instead, and the president, where impeachment and removal would occur prior to an indictment.

Starr has already indicted more than a dozen people in connection with Whitewater and has convicted the sitting Governor of Arkansas.

My comment about Betty Currie was based on her role as facilitator of the Monica coverup and the fact that her answers in Starr's report were vague and possibly misleading.
